Was originally opened by Granada in the 1990s. They knew that the 2nd Severn Bridge was being planned, and that the new route would bypass Aust (now severn View) services, so they opened Magor to cater, in the future for the traffic that would use both the new and old crossings. In the later 1990s, Granada bought over Pavilion and were ruled by the government to be too large and made to sell two of their sites. They chose Magor and Bolton West on the M61, both of which then became owned by First Motorway Services.
